Rafael Hipólito Mejía Domínguez is a Dominican politician who served as President of the Dominican Republic from 2000 to 2004. During its presidency, the country suffered one of the worst economic crises. most, due to the bankruptcy of three major domestic commercial banks. leading to high inflation, high risk ratings for the country, currency devaluation and increased local poverty. Another damage to Mejía's reputation was the arrest of former army captain Quirino Paulino. Quirino was arrested after being involved in a major drug trafficking line and, legally and politically, links to Mejía were discovered. Mejía sent 604 Dominican soldiers to war in the Iraq war. In the 2004 presidential election, he ran for a second term as a candidate of the Dominican Revolutionary Party, but was defeated by Leonel Fernández, whom he succeeded as president in 2000, of the Party of Dominican liberation.
