Bishop was born in Lobethal, South Australia, and studied law at the University of Adelaide. She is a delegate to the 1998 Constitutional Convention, as well as Director of Special Broadcasting Services and Senate Member of Murdoch University. Bishop was elected to parliament in the 1998 federal election, representing Curtin's division in the western suburbs of Perth. In the Howard government, she served as Minister of Aging, Minister of Education and Science, and Minister for Women.
