Born in Pittsburgh, Pennsylvania, Paul attended Baylor University and graduated from Duke University's School of Medicine. Paul started practicing ophthalmology in 1993 at Bowling Green, Kentucky. In 2003, he resigned from the American Ophthalmology Council and claimed to have self-certified by the organization's National Ophthalmology Council. He continued to work and established his own clinic in December 2007. In 2010, Paul entered politics by running for the US Senate. As a Republican, Paul describes himself as a constitutional conservative and supporter of the Tea Party movement.
