Roscoe "Rocky" Carroll is an American actor and director. He is best known for his role as Joey Emerson in the comedy-drama FOX Roc as doctor Keith Wilkes in the CBS medical drama Chicago Hope, and as NCIS director Leon Vance on the CBS television series. NCIS and its subsidiaries in Los Angeles and New Orleans. He also played a supporting role in the 1995 horror film Crimson Tide.
